Introduction
The Land Development Agency (LDA) has now launched the fourth phase of public consultation for the Dundrum Central project. The consultation begins with the publication of the Draft Masterplan which is available now. Consultation will run until May 26st.
The Draft Masterplan demonstrates the Lands Development Agency’s (LDA’s) proposals to deliver a high quality and distinctive new neighbourhood, with a development of 1259 homes, extensive community infrastructure and substantial publicly accessible green spaces on the Central Mental Hospital site in Dundrum, that is integrated with the local community. The design provides not only for the building of a new homes for people of all ages, but also the development of exceptional community and recreational facilities and accessible green spaces which will be enjoyed by residents from throughout the Dundrum area. The focus of development will be on social and affordable accommodation with at least 50% and potentially significantly more available for social and affordable housing.
The Dundrum Central masterplan is focussed on delivering a sustainable and low carbon, climate resilient development, through sensitive adaptive reuse of key heritage buildings, enhancing the landscape and biodiversity and promoting and supporting greater use of active and sustainable travel and reducing car parking and the need to travel by car.
The Draft Masterplan has been developed with consideration of the extensive consultation since the earliest design stage. There have been three phases of consultation to date. These have included a public online exhibition with ~2000 visits, a project website with ~3,000 unique visits, meetings with elected representatives, community groups and resident’s associations, 200 people attending across two webinars, a community survey of over 5,000 people and over 250 submissions to the project team.
The Draft Masterplan is now open for public comment until May 26st. Following this, and consideration of feedback, plans will be finalised, and a planning application will be submitted in Q3 this year. The consultation will include two public webinars, a series of meetings with residents’ associations and community groups and online resources on the project website, dundrumcentral.ie. Supplementary Publication (Preliminary Views) – 18 May 2021
A document containing supplementary views of the project has now been published. Please note these are all preliminary views as part of the present draft masterplan.
Consultation has been ongoing, and following two public webinars, stakeholder meetings with Resident Associations, community groups and interested parties, collating feedback and submissions received, this supplementary document is being provided to show extra views of the proposed development including clarification images based on the present draft masterplan. We are also extending the submission deadline to Wednesday, 26 May at 5pm to allow more time should this be required to facilitate feedback or submissions.
Methodology: The images contained within this report have been exported from the draft architectural models.
These models have been prepared using OSi data and survey information available at the time of production. These images will be developed and a comprehensive and up to date set of realistic photomontages will be included with the future planning application.
The designs shown reflect current stage and work-in-progress. Following the conclusion of this consultation and engagement stage (after 26 May), the LDA design team will collate and consider key issues raised and how best to achieve the agreed objectives and vision for this landmark site. Where appropriate refinements will be made as part of progressing the design development process and following feedback as part of the next stage of consultation with An Bord Pleanála, and prior to submission of a planning application.
The Draft Masterplan has been developed to date with consideration of extensive consultation since the earliest design stage. The project is still in pre-application consultation, with observations and feedback valued for consideration from all stakeholders. Following this consultation stage and consideration of the feedback, plans will be finalised and submitted for planning decision in the autumn.

The Dundrum Central Draft Masterplan
This fourth phase of the consultation sees the publication of this Draft Masterplan for the project. The Draft Masterplan will move the project from the outline ‘Concept’ plan that was presented at the third phase of consultation, to this draft masterplan proposal which will be close to the final plan. Much of what is included in this Draft Masterplan is based on the feedback in previous stages.
Engagement and public consultation is at the core of the LDA’s approach to help ensure that views of the community and key stakeholders can be heard and considered as we progress from the very earliest stage of the design process for this landmark site. We believe the project will be strengthened by seeking the experience and views of the local community. We have been providing opportunities at key stages in line with our Community and Stakeholder Engagement Plan to seek your views as we progress the designs for this landmark scheme.
The engagement phases started in September 2020 with communicating the aims and listening and gathering information from the community and key stakeholders on issues and opportunities. While COVID-19 has severely challenged the possibility of holding physical consultation events, we have been holding virtual events, meetings and calls as well as our initial leaflet drop. We appreciate and have been very encouraged with the engagement and interest in the project to date.
The LDA would like to thank people and groups for taking the time during the recent Emerging Concept consultation stage (January and February 2021), and in earlier consultations (September – October 2020) as part of Listening and Gathering stage, to engage with us and provide helpful insights, feedback and comments.
Dundrum Central project represents an opportunity to transform this closed off site into a new, welcoming, sustainable urban community with a distinctive identity which will be integrated into the wider community of Dundrum. Connectivity and community integration are important outcomes for the new neighbourhood.

Next Steps
This final stage of Pre-Application Consultation on our Draft Masterplan proposals provides local residents and other stakeholders a further opportunity to make observations and suggestions in advance of the final design being completed and submitted for planning permission.
The consultation will include two public webinars, a series of meetings with residents’ associations and community groups and online resources on the project website, dundrumcentral.ie. The Community Liaison team will be active and visible throughout the consultation phase, ready to engage with groups or individuals. We invite the public to forward in questions prior to the webinars via the communications channels below.
